The Pro-Bridge group in Vieques held a mock referendum Saturday August 21, in support of a bridge from Ceiba to Vieques. Rogelio Figueroa, of Enercoop, has a proposal for an “eco-bridge” to Vieques (see the photo of the bridge below). He has allied himself with the pro-bridge group in Vieques who put on the mock referendum. Now this group and Rogelio are claiming that this one-sided vote, basically taken at a rally held by the Pro-Bridge folks, shows that 95% of the people of Vieques support the bridge. The majority of the community in Vieques appears to be opposed to the bridge. In a public hearing held in 2009, of the 21 people who testified, only one person, Ernesto Pena, spoke in favor of the bridge. In recent days several community leaders, including Ismael Guadalupe , Robert Rabin and Victor Emeric have spoken out against the building any bridge (regular or “eco-bridge”). A group of Vieques residents delivered an ultimatum Wednesday to Environmental Quality Board [EQB] President Pedro J. Nieves, demanding that the agency take charge and stop the controlled burning of vegetation and the surface detonation of bombs and munitions left on the island after decades of military maneuvers by the Navy. “Since they [the EQB] have not paid any attention to our claims . and since there is abundant information demonstrating that contamination continues on Vieques, it is our duty to put pressure on the government,” Vieques activist Ismael Guadalupe said at EQB headquarters. “I think the possibility of us being heard is vanishing, so we will have to do whatever is necessary for us to protect our children.”

This is a summary of my concerns regarding the wreckage and materials associated with the former US Navy destroyer, ex-USS Killen DD593.

Too many assumptions have been made in drawing conclusions about too important of an issue that has real implications to human health. This is not presented to say that the Killen is the source of health problems at Vieques, but that it must be considered to have been (and could still be) a possible additional source over time to those other real hazards brought to light regarding spent ammunition and ordnance. My focus is not strictly the present and future, but the period that covers the history of the ship in Puerto Rico.

The federal agency that assesses health hazards at sites designated for Superfund environmental cleanups said Friday that it had reversed its conclusion that contamination at a former United States Navy training ground in Puerto Rico posed no health risks to residents.
As a result, it said, it plans to recommend monitoring to determine whether residents of the island of Vieques, the site of decades of live fire and bombing exercises, have been exposed to harmful chemicals and at what levels.
“Much has been learned since we first went to Vieques a decade ago, and we have identified gaps in environmental data that could be important in determining health effects,” Dr. Howard Frumkin, director of the Agency for Toxic Substances and Disease Registry, said in a statement posted on the agency’s Web site late Friday afternoon. “The gaps we found indicate that we cannot state unequivocally that no health hazards exist in Vieques.”

ATSDR: Cambio en Política Pública sobre Vieques
Los doctores Arturo Massol Deyá de Casa Pueblo de Adjuntas / UPR Mayagüez, Carmen Ortiz Roque y Carmen Colón de Jorge participaron en extensas reuniones de descubrimiento de pruebas científicas sobre Vieques en las oficinas de la Agencia para Sustancias Tóxicas y Registro de Enfermedades (ATSDR) en Atlanta el 5 y 6 de noviembre de 2009.
Los científicos boricuas presentaron sus estudios sobre Vieques y pudieron confrontar a sus pares de la agencia federal sobre su política pública de no vincular 60 años de prácticas militares de la Marina de Guerra de los EU con los problemas de la salud y el ambiente en la Isla Nena. Como resultado se comprobó, sin duda alguna, que existe la conección entre las prácticas militares con la salud y la contaminación ambiental en Vieques. A lo que finalmente el director de la agencia federal y sus técnicos aceptaron los planteamientos de los expertos puertorriqueños.
